History of the Philippine Lotteryi

Online lotteries or traditional digital sweepstakes are nothing new. According to records, lotteries in the country have been in existence since 1883. The Spanish government ran the first form of lottery in the country through the Empresa de Reales Loteria Espanolas de Filipinas. The program was designed to raise funds for the government. The country's national hero wrote about his experiences with the lottery and how the program helped him complete some of his projects.

Dr. Rizal wrote in his diary that he won Php 6,200.00 in a lottery drawing in 1892. He donated most of the winnings to the completion of certain projects, thus enhancing the impression that it could be used for social projects. As soon as the war started, the game was stopped. It was not until 1932 that the lottery game was reintroduced to the public. Again, the game was used to raise funds to support government initiatives.

In March 1935, then President Manuel Quezon signed Act No. 4130, which helped create the Philippine Charity Raffle. By law, the office was authorized to receive Php 250,000.000 from the State Treasury, which could be used to print tickets for subsequent raffles. The first drawing was held on September 8, 1935, and within two months, the office managed to return the loaned amount. on June 18, 1954, RA 1169 became a law that provided for monthly drawings if there were no raffle contests and drawings.

In September 1979, the government subsequently passed the Batasang Pambansa Blg.42 The RA 1169 or PCSO charter was amended. The law increased the allocation of funds from its charitable fund from 25% to 30% of net sales, with 15% going to operations and the rest to prizes. During the 1980s and 1990s, the popularity of lotteries in the Philippines increased. Even the number of prizes and jackpots increased. As disposable income increased, the office sought to increase donations to charitable organizations.
